Pham, Quang-Minh is a Vietnamese
American writer, a poet, a University Professor. He is the sole author of
"Hoan Nan Ca", a very famous longest poem ever written in Vietnamese
literature that comprised of 6,364 verses describing the very sad story about
destruction of lives during the war in Vietnam.
Pham, Quang-Minh was a
well-known mathematics professor for some Universities in South Vietnam before
the day Communist in North invaded the South Vietnam on April 30, 1975. He fled
from Communist and immigrated into United States and become a Professor at the
San Francisco University, California.
Pham, Quang-Minh is also a
successful real estate investor, project developer and economic analysist. With
his experience, he the only Candidate who has the full detail plan to develop
and build up at least 100,000 new residence units to help low income people and
tenants to own their homes, get more benefits and reduce the rent rates that
rocket so high at this moment.

Dear Voters;
I believe, in San Jose election history, I am an
exception. I jumped into the fray in early Jan-2018 whilst an unknown
individual to everyone and an outsider to the City’s political circle. That is
good if one wants to be independent. To help my home city which is in critical
need, I must have the courage to overcome any obstacle. So far, I have.
Every four years, we select someone to lead the City’s
administration: the Mayor. If the Mayor’s leadership is good, the City moves
forward and residents are comfortable with their daily lives. Otherwise, residents
are unhappy, their lives become uneasy, living conditions turn difficult and
unaffordable. At times, the situation may be bad enough that residents consider
moving away for a better living atmosphere. That is exactly what has happened
to San Jose in the last three years as
described repeatedly by local newspapers, mirrored in people’s complaints and
disclosed in a college student’s story about her family’s concerns regarding
high living costs in San Jose.
The most recent postcard ad, sent to everyone’s homes
from the current Mayor states “Keeping
San Jose on the right track”, lists his four achievements in 8 years, similar
to the works of a community activist. The postcard leaves out San Jose’s most
serious on-going problems: the housing shortage, the unaffordable rental
market, extremely high taxes and fees, traffic congestion issues, etc.. With
all these permanent troubles: monthly rent eating up half of a monthly
paycheck, unbearable living costs jacked up by his championed minimum wage,
high city-service fees keeping residents from necessary repairs or upgrading
conditions in their living areas, the parking shortage in crowded
neighborhoods,… How could San Jose be “on the right track”?
It’s foreseeable that longtime residents may be forced
out of the City in a systematic way, and that San Jose may be permanently under
the control of a small group of investors taking proceeds from the City’s
growth but living elsewhere out of San Jose or out of the United States of
America.
I designed the SAN JOSE RECONSTRUCTIVE OPERATION to
help solve all of the City’s troubles as integrated parts of my design SJRO.
To all my resident fellows, we must stand up to fight
for ourselves, to protect our properties, and to speak up for our rights to use
our properties to benefit ourselves and for our rights to be fairly rewarded
after years of paying rent, mortgages, taxes, and fees. Please join me in
standing up for ourselves. Our June-05 votes will have the final say on who
will benefit from our prosperous Capitol of Silicon Valley, and how our lives
will be changed with the implementation of SJRO. Former Mayors came and went.
Pham will stay with you, on your side, provide your families with good life
lifts since the City deserves better you and your children deserve better
lives. Let’s make the right choice on

1.- End the
Housing shortage by building 100,000+ new housing units on existing

the rental market and keep it fair by demand and supply principle.
4.- Help
longtime tenants own their own homes to fulfill the American dream.
5.- Reduce high
taxes and high fees to make residents more comfortable with the City’s
services.
6.- Revise/rescind
abusing ordinances and outdated civil codes to make law enforcements just.
7.- Set up
criteria to help veterans own homes.
8.- Initiate a
“tenure” ordinance to fairly treat and reward longtime residents.
9.- Redesign
the City’s traffic flow in order to minimize wait-times in traffic
congestions
10.- Build a
City Sky-Mall to generate solid revenue for the City’s budget.
11.- Propose a Corner-Ad program to collect
funds to defray expenses caused by the tax-fee reduction in item #5
12.- Initiate
an Eminent-Domain ordinance to protect homeowners affected by the application
of Eminent Domain
The SJRO is
thorough, practical, realizable. When you read it, you like it. When you
understand it, you’ll love it.
The SJRO makes all residents better off in just few years.
Dear Voters;
It’s naturally right to have old areas, poor areas,
and wealthy areas in a city. It’s not right for the City Leaders to ignore
these old and poor areas. These areas need help the most. Decade after decade,
one Mayor after another, they come and go. Old areas get older. Poor areas get
poorer. No Mayor has taken the time to focus on improving living standards in
these areas and to propose a realistic plan to assist with lifting those areas
up. Your
property is very valuable because it lies in Silicon Valley, the most important
section of the global center of technology advancement in the world. Don’t
sell it. My City Leadership will
help you protect it. Right after becoming Mayor, I will help renovate those
areas, turn them into income producing properties so that homeowners will no
longer have the same financial hardship as they do now. That’s why I designed
SJRO and used my retirement savings to run for this office. I wholeheartedly
believe that it’s worth to do so. I am confident that you will assist me in
achieving our goals of building a prosperous
San Jose for us now and later for our children.

100,000+ NEW HOUSING UNITS
San Jose has fallen from the 3rd best city
to the 17th. Why? Because the City Leaders have abused their power
and raised service fees extremely high, making city services remote; poor
bike-lane configurations have made traffic congestion worse; the housing shortage
is serious; correlatively, the rental market has become unaffordable; abusing
ordinances have made residents’ lives miserable; etc …. Powerless residents
complain and then are moving away.
Restoring of the viability, affordability, smooth
traffic flow, and normal living standards requires creativity and a good plan.
So far, we see no good plan from the current City Leadership. With my
experience, I see clearly that the City’s issues cannot be taken care of
separately, they must be fixed as integrated parts of a whole project. For this
goal, I designed SJRO.
Knowing that, in these days, high density has been
widely accepted in the Bay Area, NIMBY has become YIMBY; financial hardship is
an issue in daily lives; I perceived that SJRO would be welcomed by the San
Jose residents. While designing SJRO, I strictly honored my concept on land
use: protect
our commercial land, protect our industrial land, and make smart use of our own
adequate residential land. Commercial and industrial lands are the
flesh and blood of our City’s and our State’s economies. Protecting these lands
is promoting economic development and wealth in our City and in our State for
our children.
SJRO focuses on building 100,000+ more new housing
units on existing residential land. SJRO will end the housing crisis,
financially help owners, moderate the rental market, and help renters and
veterans own their own homes. Skillful allocations of new housing units help
reduce and avoid traffic congestion.
SJRO promotes cooperation among property owners for
their good mutual benefits; introduces “Block Partnership” to manage their own
rental complexes; provides owners good ways to turn properties into business
complexes for rental, retail or office;
provides opportunities for owners or City Leaders to invite companies to San
Jose by offering housing for their employees and facilities for their
offices; and finally, encourages owners
to turn their combined residential land
to office or commercial uses whenever suitable.

HOW SJRO WORKS?
Renting a home is losing, the money one
works hard for; owning a home is saving that money for one’s future. Let’s join
each other to make SJRO work efficiently for all of us, residents of our
beloved San Jose.
A
BLOCK is surrounded by four (4) streets.
Usually,
when a home is purchased, a piece of land, called a LOT, comes with it. There
are many lots in a block. In a lot, a home occupies a space, called LIVING
SPACE. The space surrounding the living space or home, is used for setback, a
garden and back yard; let’s call it OPEN SPACE. Of a lot, the City allows 30% to 40% for living space
and the remaining 70% or 60% for open space.
This open space around your home is now
very valuable in Silicon Valley and should be used to produce a monthly solid
income for owners’ family budgets. This open space is clearly the main factor
in solving our San Jose housing crisis. Polls showed many changes have been
approved by residents in favor of use of the open space such as: high density
approved, YIMBY accepted, SB35 passed, eager demands to solve the housing
crisis and to impose certain control over the rental market to lift
middle-class workers’ living conditions, …. There are urgent issues San Jose
faces, but City Leaders still ignore them. That’s why SJRO was designed and why
I am running for Mayor to implement it. As Mayor, I will work with City Council to
allow constructions on open spaces, to add more housing units on residential
lots, to allow subdivision of the lots, and
to build parking structures in dense neighborhoods.
To show how SJRO works, as a sample, a
real BLOCK, shown above, with its actual dimensions, its actual lots, and
homes, is selected. Each lot is owned by a homeowner. In our sample, there are
18 homeowners. There are two cases here. Case I: owners #1 and #2 prefer Single
Ownership; Case II: Owners #3 to #18 prefer a Block Partnership, agree to put their
properties together for better use of their open spaces, to relocate their
homes into a new Owner Section built in their block, and to form a Block Partnership to manage their soon-to-be-built rental complex

CASE
I: Single Ownership
Owners #1 and #2 select to add a 3-story building in
their open spaces as shown below:
Each
3-story building will house 4 apartments on top of the ground floor reserved
for required parking spaces.
CASE
II: Block Partnership
Owners # 3 thru # 18 select to put their
properties together in order to create a bigger combined open space for their
future rental complex. Look at how good it is when a number of homeowners
agree to put their properties
Together
to create a large combined open space for an intended purpose, in this case,
for a rental complex. The procedure is simple: have an expert to certify sizes
of living space and open space of each property, form a Block Partnership to
handle relocations of living spaces in one area of the block and legal papers
for the distribution of benefits/proceeds from the rental-complex business.
Let’s get into real numbers.
