What is Australian Apple missing out on that America has? I know there is plenty on the list, but one thing I want is the Apple upgrade program. Why is that not in Australia yet and why is it that some of the Apple products/services not all available here?

I know for the Apple watch for example, Australia didn't approve the ECG feature until much later. Shouldn't Apple sort out the rules and regulations before releasing a product/service in each country? The big four banks eventually got Apple pay anyways, so why not get that sorted before release date rather than wait years for it to be released?
