GF has awful parents and wants a passport, but getting one seems to require either her parents' birth certificates or an Australian citizenship certificate which needs her parents' birth certificates to get. Does anyone know of a way to acquire one of these without getting a certificate from her terrible and uncooperative parents?

I graduated in August from MQ with a Commerce and Law degree and currently looking for work in the APS field. Mostly in my areas of education such as law or business work/graduate opportunities and retail or customer service roles (my work career before graduating). I realised that some of the roles I am applying for asking for a current driver's licence (I'm assuming at least P1 E.g. NSW Police Force ask for at least P1).
I am currently on my Learner and was planning on getting my P1 during July/August after my finals exams. Unfortunately, SYD lockdowns happened and I believe driver tests are currently on hold until the end of September and possibly extended with how the cases are rising out of control every day. Other reasons contributed to me neglecting my licence for so long.
I'm not applying for roles that definitely require a drivers licence such as delivery driver but other government positions/graduate programs that ask for it (assuming to check for traffic offences?).
Just wondering if anyone has any advice for a young dumb graduate?
