Neighbour keep stealing my P plates

Theres this old lady live across the street from my house, keep stealing my P plates. For that time I park on the street in front of her house, when theres no where else to park. What should I do? I know shes old and not normal but I cant just waste my money on P plates every 2 days. Thanks.
