Does anyone know if you can purchase Valhalla choc tops on the mainland?? Anyone who has had these delicious tassie pre packaged ice cream cones knows why I’m asking (my favorite is the choc peppermint in case you’re wondering)

It's been very hot in Sydney lately, I feel sorry for the Melbournians though (hotter than Darwin wtf).
I live in Sydney's CBD, I regularly visit the internet cafe bellow George Street Maccas. On Thursday, which was the hottest day in a very long time, I was buying a frozen Coke and a young fellow asked for a "free water", the employees told him no and that he had to buy something to receive a water. This wasn't the only time, I have seen it a couple of times at this particular Maccas.
I assume management have passed this onto the cash attendants. I had thought that it was required by law for restaurants to provide free tap water to anyone that asked, even more so given this summer. Though the legislation says that only licensed venues are required to comply with free water requests.
I searched the price of water and roughly calculated the cost for Maccas providing free water. If Maccas were to give free water let's say on a busy day, it would cost them roughly $39.23 that day to serve 100 people each a cup of water, including the cost of labour, cups, and Sydney water rates.
Should Maccas be obligated to give out free water? Are they being a bit cruel? Or are they well within their rights to refuse water?
Kind of a pointless post, but it kinda bugs me.
Cheers m8s.
