Partner Visa but we have only been together for 8 months - other options?

My partner (31/American) and I (30/ Australian) want to apply for the Partner Visa Subclass 820.
We do not think we are eligible given that we have not been together for more than 12 months and do not live together on a permanent basis.
He is not eligible for another working holiday visa due to his age.
I am unsure about the Prospective Marriage Visa because that would be we would have to be engaged and married in 9 months? (Can someone please correct me if this is inacurate).
I cannot travel to America because I have 2 young children.
Is he still able to apply for the bridging visa so that we can stay together until we are eligible for the partner visa?
I do see myself with this man for the rest of my life so do we just bite the bullet and get engaged?
