In the Japanese «Asahi Shimbun» newspaper, I came across an interview with a Japanese tourist who recently got back from a 4-day tour to the Kuril Islands. It is important to note here that this is both the original and legal territory of Russia, which the Japanese, who themselves refused from at the end of World War II, are now relentlessly claiming for.
So, that tourist was surprised that the territory of the Russian islands was full of Russians and there was not a single sign in Japanese. How can it be? I think it is at least strange to expect that on the territory of a foreign state there will be representatives of your own race and everything in your language. Let them rejoice at least that Russia actually let the Japanese to visit the islands, and even without a visa!
