VietPress USA (Mar. 16, 2018): According to Wikipedia, Felix Henry Sater (born Felix Mikhailovich Sheferovsky; Russian: Феликс Михайлович Шеферовский; March 2, 1966) is a American real estate developer and former managing director of Bayrock Group LLC, a real estate conglomerate based out of New York City, New York. Felix Sater has been an advisor to many corporations, including The Trump Organization, Rixos Hotels and Resorts, Sembol Construction, Potok (formerly the Mirax Group), and TxOil.
Sater was born in Moscow into a Russian Jewish family, the son of Mikhail Sheferovsky and Rachel Sheferovskaya. He has a sister, Regina. The family immigrated to Israel when Felix was 8 years old to avoid religious persecution in the Soviet Union, and eventually came to the United States, living in Baltimore, Maryland before settling in Brighton Beach, New York in 1974. Felix and his sister adopted the surname Sater. Mikhail Sheferovsky (also known as Michael Sheferofsky) states that the family name was Saterov at some point (Сатаров). According to the FBI, Mikhail Sheferovsky was an underboss for Russian Mafia "boss of bosses" Semion Mogilevich and convicted of extorting money from local restaurants, grocery stores, and a medical clinic.
In 1998, Felix Sater pleaded guilty to his involvement in a $40 million stock fraud scheme orchestrated by the Russian Mafia, and became an informant for the Federal Bureau of Investigation and federal prosecutors, assisting with organized crime investigations. In 2017, Sater agreed to cooperate with investigators into international money laundering schemes.
Sater served as the senior advisor to Chairman Fettah Tamince of Rixos Otelleri, a Turkish hotel and resort company, starting in 2005. In 2007, he spent time as the senior advisor of Sembol Construction, a privately-held construction company based in Istanbul, Turkey.
In January 2008, Sater joined the Russian real estate company Mirax Group as a senior advisor to Sergei Polonsky, and stayed with the company through the integration of Mirax into the holding company Potok in 2011. In 2009, he became a managing director at Global Habitat Solutions, a New York City housing, energy, and infrastructure conglomerate. Since September 2011, Sater has been a senior advisor at TxOil, a Turkmenistan-based oil company.
Felix Sater was a managing director of Bayrock Group LLC, as well as a senior advisor to Donald Trump and The Trump Organization when construction of the Trump SoHo began in 2006.
He played a major role throughout the process of the building's construction, and remained managing director of Bayrock Group when the Trump SoHo project was completed in 2010. The building is a $450 million, 46-story, 39-unit hotel condominium located at 246 Spring Street in SoHo, New York City. The project was a collaboration between The Trump Organization, Bayrock Group LLC and Tamir Sapir.
In December 2017, the Trump SoHo was renamed to The Dominick. Sater has been an advisor, investor, or developer in notable real estate projects including the Trump International Hotel & Residence in Phoenix, Arizona, the Conrad Fort Lauderdale and Midtown Miami in Florida, and Cornwall Terrace and 1 Blackfriars in London.
In late January 2017, Sater met with Ukrainian politician Andrey Artemenko and Donald Trump's personal lawyer, Michael D. Cohen, at the Loews Regency in Manhattan to discuss a plan to lift sanctions against Russia. The proposed plan would require that Russian forces withdraw from eastern Ukraine and that Ukraine hold a referendum on whether Crimea should be "leased" to Russia for 50 or 100 years. Sater gave Cohen a written proposal in a sealed envelope that was delivered to then-National Security Adviser Michael T. Flynn in early February. On 20 February 2017, Russian Foreign Minister Sergei Lavrov rejected Russia "leasing" Crimea from Ukraine claiming "we cannot rent from ourselves".

Felix Sater is a lot of things. One of them, he says, is misunderstood.
The Soviet-born American businessman, who says he was a “senior advisor to Donald Trump,” has become known for his supporting role in the unfolding drama that is Special Counsel Robert Mueller’s investigation of Russian efforts to interfere in the 2016 election. Sater is often referred to as the convicted felon and onetime stock scammer who promised to “get all of Putins team to buy in” on a proposed plan to build “Trump Tower Moscow” in the heat of the presidential campaign.
“I know how to play it, and we will get this done,” Sater wrote to Trump attorney and confidant Michael Cohen, his childhood friend, in emails published by The Washington Post and The New York Times. “Buddy, our boy can become president of the USA, and we can engineer it.”
The project was abandoned, but as federal investigators launched a wide-ranging probe of alleged Russsian interference in the 2016 election including possible connections to Trump’s campaign and personal businesses, Sater quickly found himself caught in the dragnet. Now, in an exclusive interview with George Stephanopoulos airing Friday morning on Good Morning America, Sater tells ABC News that there is much, much more to his life story.
And he’s right.
“I don’t think if a screenwriter was trying to write this movie that they could make this up,” Sater said.
Sater, 52, says that for the past two decades he has served as a high-level intelligence asset for the DIA, CIA and the FBI. As first reported this week by Buzzfeed News, Sater has helped bust mafia families, capture cybercriminals and pursue top terrorists — including Osama bin Laden — earning praise from some of the country’s top law enforcement officials.
He won’t say whether or not he’s been interviewed by the special counsel, but it’s almost certain that Mueller knows his body of work well. He served as FBI Director for much of Sater’s clandestine career.
As questions have swirled about his supposed loyalty to Russia, Sater is speaking out, recasting himself as an unheralded protector of the United States.
“I am a patriot,” Sater said. “Having the opportunity to serve my country and do anything in its defense was a no brainer. It was, ‘Where do I sign up?’”
A SURPRISING COVERT PAST
Sater says he was recruited as an intelligence asset in perhaps the unlikeliest of places — the bathroom.
He was a young man living in Russia, where he was born, trying to rebuild a business career derailed by what he calls “a bad, stupid, drunken night in a bar.” He had been convicted of felony assault charges and spent a year in prison following a bloody bar fight in which he stabbed a man in the face with a margarita glass.
He needed money so desperately upon his release, he says, that he started working on what he calls “the dark side of Wall Street,” a reference to a so-called “pump-and-dump” stock scheme that reportedly defrauded investors of nearly $40 million.
He was at a dinner party in Moscow when he says one of the guests followed him into the bathroom and identified himself as an agent of the U.S. government. He told Sater that he had unwittingly gained access to a group of high-level Russian intelligence operatives who had valuable information about Russian defense technology.
“They seem to like you,” Sater recalls being told. “You speak Russian. You blend in there. And your country needs you.”
So began, Sater says, his career in espionage. He says he developed assets in several different countries by cultivating cover as a corrupt businessman offering access to illicit schemes and passed information to U.S. agents tasked with handling a variety of threats to national security.
